Update, October 30th, 2026:

The City appreciates the time residents and property owners have taken to attend meetings, ask questions, and share their perspectives. Following engineering review and consideration of project costs and assessable benefits, the City has determined that the project is not financially feasible to proceed as a City-led public improvement project.

The City completed a Feasibility Study to estimate the project cost and determine the benefit to adjacent properties. The total project cost, including engineering, land acquisition, roadway construction, and utility improvements, is estimated at $11,719,678. The City's share would be approximately $3,244,000 to cover the cost of upsizing utilities to accommodate future connections. The remaining $8,474,346 would need to be assessed to benefiting properties.

Under Minnesota Statutes, Chapter 429, the amount a municipality assesses to a property cannot exceed the increase in property value attributable to the improvement. The Feasibility Study estimated the total benefit to benefiting properties at $4,147,680, approximately half of the amount that would need to be assessed. As a result, the project does not meet the financial feasibility requirements for the City to proceed as a public improvement project.

Because the City will not be advancing the project as a public improvement, no additional public hearings, meetings, or project communications are planned at this time. Future development in this area may still occur. However, rather than the City leading or funding infrastructure improvements at this time, streets and water and sewer systems will be constructed and extended through private development projects as they arise.
